Judy Lorch, chief of staff
Judy is new to the Phoenix City Council office. Previously, she was employed by the Maricopa County Sheriff for 28 years and retired as the Substance Abuse Treatment Programs Administrator. She has a master’s degree in Forensic Psychology. Judy is excited to have the opportunity to work with the City Council and Mayor’s staff members and to serve the citizens of Phoenix, especially those in District 1.
Xandon Keating, research analyst
Prior to joining the District 1 staff, Xandon worked for both the city’s Planning Department and the Office of Environmental Programs. Xandon holds a master’s degree in City and Regional Planning from the Georgia Institute of Technology, with a specialization in Environmental Planning. He completed his Bachelor of Arts at the University of Colorado, with a dual major in Political Science and Economics. In his current position, Xandon helps coordinate district events and assists residents with neighborhood issues and city services.
