Overview
The Neighborhood Preservation Division resolves issues pertaining to property maintenance, zoning, and non-permitted construction, through a combination of education, partnership efforts, assistance and code enforcement.


Code Enforcement Policy
The Code Enforcement Policy is the guideline that the Preservation Division follows when seeking compliance of violations to the regulations enforced:
Neighborhood Preservation Ordinance; Zoning Ordinance; Construction and Building Code; Mobile Vending; Street Vending; Rental Property Information; and portions of the Animal Ordinance.


Neighborhood Preservation Ordinance (NPO)
Chapter 39 of the Phoenix City Code establishes the minimum requirements for maintenance of property within Phoenix including residential and non-residential buildings, structures, vacant and improved land.


Zoning
Chapter 41 of the Phoenix City Code establishes standards and regulations for the use of land and structures and for the review and approval of all proposed property development within Phoenix.


Building Code
Building Construction Code establishes standards for development and building projects within Phoenix. This Code contains the enforcement procedures established for Non-Permitted Construction under its Administrative Provisions, Section 114.


Street Vending
Selling, offering, or display of items on public streets or sidewalks requires that anyone engaging in such activities have a city of Phoenix Street Vending License.


Mobile Vending
Mobile Vending is the selling, offering or display of items from a mobile vending or mobile food vending unit located on private property. It is required that anyone engaging in such activities have a City of Phoenix Mobile Vending and/or Mobile Food Vending License. Mobile Vending is only permitted on properties zoned C3,A1 or A2.


Animal Ordinance
Chapter 8 of the Phoenix City Code establishes the minimum requirements for maintenance of animals within the city of Phoenix.
